To win the badge you need to successfully complete the following sequence of tasks:

1. Login to Gaia portal

2. Navigate to Maintenace -> Snapshot Management

3. Position your mouse over the small question mark icon

4. Tooltip will appear and there will be a link to sk98068 inside it

5. Click the link to have the SK opened

I'm going to assume you opened a TAC case on this?
That does seem like a bug...that shouldn't be too difficult to fix.
