I am using One Maestro and inserted four 23500 firewall so for Management side i need four license Or just only one for Maestro

Management is licensed based on the number of gateway objects.
If all your Maestro gateways are under a single security group, only a single gateway object is required.
From a management licensing point of view, it looks like a single gateway regardless of the physical number of gateways in the security group.
Additional security groups necessitate additional gateway objects which will count against the management license.
