We are staging firewalls and the customer is asking for the latest jumbo hotfix. What is the best practice between management and gateway versions. Should they match?

Generally speaking they should match.
In general management can be on a higher JHF level.

Additionally, i would suggest to stay with GA Builds unless you are forced to fix an issue with a newer HFA.
