If we have some snapshot on the appliance, can we download it using winscp? Where path of the snapshot?

You need to export the snapshot to local filesystem first. This is documentation for R80.40, check for your version.

Without export the file is not available, am i right?

Yes this is correct. Snapshot is available after export. Until that are data placed on other partition than system.
