You need a specific license for the Security Management Server:

In general Check Point products need the appropriate license per product, but you can always add more products (blades) or support for additional items (Gateways, Domains etc.)

For Open Server or VM the Management license will typically be something like the following depending on the number of gateways that you need to manage e.g.

CPSM-NGSM5
CPSM-NGSM10
CPSM-NGSM25
CPSM-NGSM50
CPSM-NGSM150

Yes - depends on the number of gateways managed ! For two GWs a CPSG-VSEC-VEN-BUN-NGxx license would be the cheapest, including one core and management for 2 GWs. CPSM-NGSMx licenses will cost more...
