The difference between active and passive FTP can be found here: Active FTP vs. Passive FTP, a Definitive Explanation

In terms of which service should you use in your Check Point policy, you would just use the normal FTP service unless you want to restrict it to Passive/Active.

FTP allows either Active or Passive FTP

FTP_BASIC allows either active or passive FTP with less strict RFC checking
