Web/ssh with TACACS

Good afternoon.
There is a TACACS server. I want to set up web/ssh authentication with it. Please tell me how it will work.
We can enable TACACS+ Authentication, but as part of user creation, there is no authentication data.
I understand correctly that I set up the user from the server side, give him certain rights, and then try to log in to the web.
Further, if CP can not find a local user, will it go to the server side?
