Is it normal for the same password on two different boxes to have a different hash?

The password is the same and works but the hash shows up differently in the configuration.

This is intended and called Salt.

Any idea if Ipsec psk uses salting?

How could that be used here? This is a Symmetric-key algorithm, so both peers have to know the psk as its salted hash would be different on each peer !

Correct. This can be easily confirmed on security gateways via vpn dump_psk
