What version/JHF of management and gateway?
Also for anything more than a few minutes, the TAC should be involved.
Policy install in R80.40 is…noticeably faster.

At 30% something is stuck on the SMS/MDS, has nothing to do with transferring the policy to the gateway or the gateway loading the policy. Eventually the fwm load operation on the SMS/MDS should time out on its own, but if it seems to be stuck forever just find the fwm load operation with the ps command and kill it. Perhaps you are out of disk space? df -h

i was able to stop the installation by using cpstop;cpstart on the mgmt server but moving forward i will use the ps command as you described to kill the fwm load operation, thank you.

i was able to stop it using cpstop;cpstart on the mgmt server so no issues now, mgmt server & gtwy running R80.20
