Interface partially up and no responce on ICMP

Hey,

need your help, as i have 2 gateway's on cluster configured but on of member post is not reachable,

below Tshoot i observed

1) i can not see ping logs on Primary (Pinging) but i can see secondry device (not pinging) logs are avaible and it's passing/Accepting

2)Cleared ARP on all switches.
