Anyone else have this issue on a clean install of the latest build of Windows 10?

Clicking on "Yes, I trust this publisher and want to run this app" does nothing and the app never gets market as trusted, hence Anti-Malware can't update.

I would recommend upgrade to Endpoint Security Client E80.90. I think this is supporting Feauture update for Windows 10 ver 1809.
