Sorry, what do you mean with "cluster"? Concerning Primary & Secondary EP management, this is often used with Smart-1 appliances. When using EPMS in a VM, you have a lot more possibilities to safeguard & backup as with Primary & Secondary EP management.

The link should be fixed,it's just the standard admin guide for Endpoint Management (on-prem).

There are a few different scenarios in which EPM can be deployed in a dedicated capacity or merged with NPM, best to discuss with your SE as relevant to your plans & sizing etc.
