I need to allow only whitelisted domains to be able to send attachment to whitelisted domains. Is that possible in email and colloboration.

This isn't possible, the thing you can do with whitelists are described below:

Harmony Email & Collaboration allows to define exceptions for Anti-Phishing, Anti-Malware, and DLP.
