Upgrade to R80.10 from R80,cannot access WebUI

We recently upgrade a SMS to R80.10 from R80.

The SMS function normally ,but only the web portal could not access,and we got a "Internal Server Error HTTP 500" warning.

And we've tried sk122657 to change and compare permissions .

But we still get the error.

After all we did,the log is still popup:

[Wed Oct 31 14:20:24.985109 2018] [cgi:error] [pid 26526] [client 10.193.x.x:60857] AH01215: /usr/bin/ipstcl2: error while loading shared libraries: libcpopenssl.so: cannot open shared object file: Permission denied: /web/cgi-bin2/login.tcl

I thought it was a permission issue,but I've changed permissions as sk122657.But no luck.

Have you ever met this issues?
