I'm trying to get an email on every IPS Update but dont know how. Every tip is appreciated.

Write a cron script for GW that extracts DB version from ips stat output and compares it to the value in a stored file - if a newer DB version is found, send an email. For SMS, you must use sk120437: How to obtain IPS Database version via CLI on Security Management Server

It is possible to subscribe to IPS security advisories updates via the following link:
https://www.checkpoint.com/security-advisories-subscription/
It would provide updates every time a new IPS package is published

The referenced page tells us: The IPS Service offer weekly and monthly Security Advisories subscriptions to help you secure your network against the latest attack vectors.

Where iis documented that it will provide updates every time a new IPS package is published ? Never heard about that yet 8)
