I am facing below issue while installing

policy

have you already tried to discard the changes you've made?
Because he seems to be bothered by something about the latest changes you've made.

It seems to be related to changes in Topology settings. If you know how to reproduce the issue please let me know so that I forward to the our R&D.

To me, looking at that error, also appears to be topology related, as @Tal_Paz-Fridman had stated.
