We have checked the routes on both devices, and they are the same. And we have cleared ARP Table entries by flushing them, but when we change the standby to active, there is no change But the standby gateway itself will get internet access.

How about the routes on the adjacent devices and arp entries?

Also If NAT addresses are dependant on proxy-arp have you double checked those values?
