      <description>&lt;P&gt;This is expected behavior if you do not have a proper cleanup rule created as the last rule in a policy layer.&lt;BR /&gt;The error message is actually telling you this.&lt;BR /&gt;The cleanup rule must have ANY source, ANY destination, and ANY service with an action of either Drop or Accept with logging set as desired.&lt;/P&gt;</description>
