two hubs on multiple meshed community

two hubs on multiple meshed communities not working, is it not allowed ?

trying to use two hubs managed by the same console on multiple meshed community.

these two hubs will be included with third party gateways.

got the error below.

"The pair of objects - appear simultaneously in the Intranet Communities:
Please note that a pair of objects can appear only in one Intranet Community at most"
- Policy verification failed.

already have one of the hubs in the meshed communities with third party gateways, would like add the second hub for DR.

if i tried to push policy with the communities setup in the attached doc i get the following error
