Issue while installing OS

Our standby device is replaced , we don't have last snapshot with us to restore.

Need to install R80.30 on it but this devices is showing options R80.40 & R81 only in CPUSE.

Is there any way we can download image from primary firewall & install it in standby firewall. I am not able to find any path/directory where this image is stored.

Also installer packages option on active is showing below packages only .

Sounds like you may need to get image from sk @Chris_Atkinson mentioned or upgrade wizard on support site and do fresh install from USB stick using isomorphic tool.
